The CLOCKSS Archive is a US 501(c)(3) organization and, as such, must file with the Internal Revenuce Service and make public annual tax returns. The CLOCKSS Board is considering a proposal for an external financial audit.

CLOCKSS management and CLOCKSS operations are undertaken by Stanford University staff. Their financial practices and procedures are set and overseen by Stanford University.
